VAWA Measuring Effectiveness Initiative

In 2001, the Office on Violence Against Women (OVW) entered into a cooperative agreement with the Muskie School of Public Service to develop tools to measure the effectiveness of the 11 grant programs managed by OVW. The Muskie School’s VAWAMeasuring Effectiveness Initiative (VAWA MEI) builds and expands on the previous work of the Snapshot Project, a project in which team members conducted site visits to 24 states to document the work supported by VAWA funding and grantees’ perceptions of the changes VAWA funding made in their communities. The work now consists of a multi-method, multi-source data collection strategy to measure the effectiveness ofVAWA grants administered by the Office on Violence Against Women (OVW). Current data collection methods include reporting forms submitted by all grantees, semi-annually or annually, and site visits to 12 states or territories each year. The project also provides ongoing training and technical assistance to grantees on the reporting forms.
