Calculating “Actuarial Value” of Health Plan Offerings

The National Health Council (NHC) has commented to HHS on methods to calculate “actuarial value” of individual and small group health plan offerings under the Affordable Care Act. The calculation has little direct impact on “essential health benefits” but does impact cost-sharing obligations. AAHD is a NHC member. The letter is is available for download: PDF.
